I have never questioned it because I assumed it had been said. It just doesn't make sense to me. The guy clearly has millions and in no world does the FIB OR FBI allow anyone to live lavish after making a deal and ratting on someone. Additionally, the first trailer, "Why did I move here?, I guess it was the weather." Doesn't sound like witness relocation to me. My point is can someone tell me if Dan Houser or someone from Rockstar actually said he took a deal cause I haven't seen that interview. Don't beat me up if it has just tell me where so I can find it. He obviously gave the FIB something very valuable in exchange for freedom and protection. Most likely he snitched on some former partners, but how exactly he got such an excellent deal? Who knows. Michael has been described as "calculating," so that probably has something to do with it. As for the "Why did I move here..." line, I think he is talking to his therapist. He obviously can't tell him about his criminal past (because therapists can turn you in), so he defines the witness protection program as his retirement. Hope I helped. Therapist can lose thier license (patient confidentiality) And whatever they did as they say to the therapist and goes in court they can't be tried for it again. Yep and Frank went into Witness Protection also because he ratted on the Mob after they put a hit on him. Even though he planned the heist and pulled them off.
