Have you tried removing the gta_sa.set file located in the San Andreas User Files folder? Does it work outside the game / in another game? Have you tried un-installing and re-installing the game? Have you tried running the game in Windows 98 Compatibility mode or any other Compatibility mode? What about trying to run it as administrator? I've had a mouse issue recently where the mouse just wouldn't work in the game; in the end I fixed it by downloading a dinput8.dll file (click here to download) and putting it in the San Andreas directory.
