How are you going to get a Wanted Star for going through a red light when no cops around? Yeah, the same logic as in San Andreas, where if you make a vehicle explode, it doesn't matter if you're in the middle of nowhere, you get a wanted level. Or how about, if there's no cops around, you don't get a Wanted star for speeding or going through a red light, so that it actually involves the evasive gameplay that traffic laws in a video game would be for? Instead of an instant wanted level, police respond to the camera and drive to the location. If you can escape the search radius before they arrive, you're good to go. EDIT: Actually no, supposedly if you speed you get in trouble, that's actually not all that legit though, it seems to have come from an ex-Rockstar employee leak, but most of the information from that is inaccurate.
