You guys know how Advance was made by Digital Eclipse? Rockstar didn't make it, they only published it. Anyway, how, let alone why did Rockstar let some small-time, now defunct company make an installment in their flagship series? I know it was for handheld, but still...

Because originally they were planning for it to be a port of GTA3 over to the GBA, but then later on they rejected that idea, due to technical limitations and things like that, so they went ahead and made it not a port of GTA3, but a prequel.

pretty much the same reason why Resident Evil Gaiden was made as a portable game by an unknown publisher.

It was the cool thing to do at the time.

The almighty dollar, they saw cash in a portable version of a Grand Theft Auto game and they did it for the money.

Does seem a port though. The HUD is the same, the layout of Liberty City is the same, some of the sound effects (like the police scanner voice) are the same, the weapons are the same and the vehicles are the same. The overall story and protagonist is different though.
