The manual and game disc or discs are packaged directly inside the SteelBook. I'm almost positive multiplayer will not be a separate disc. The fourth character slot is your multiplayer character which you can choose on the fly when in single player. Honestly I'd be more surprised if it's multiple discs and there isn't this kind of restriction against allowing people to "acquire" and use only a specific disc, e.g. for multiplayer. I think it's sort of a legal angle to avoid people sharing/re-selling the game discs separately or something. I don't know if they'd implement some kind of system where you need the discs to all be from the same set and "match" each other, but that wouldn't surprise me either. Alternatively, they'd do it to maintain their base of "true fans" as Fanboi McYellowText would prefer. I don't own any games that are multiple discs, so I don't know how modern games handle it.
