There's always character artworks of people who don't appear in the game (especially so when they're women). The way she's standing etc. Don't ya think if it was a male cop standing behind her it would've shown typical R*-style sex humor? They have never shown us a female cop before (have they?). So.. A. They are saying that there are actually normal female cops in the game B. OR that Vasquez is a character in the game and that she'll be part of the story My money is on B. R* clearly wants us to see her name, otherwise the arrest could've been shown from a different angle. They couldve shown us Vasquez' other side with the badge, which is more interesting than a name tag if the name tag in your opinion is not important lol. I say Vasquez is important... Tracy being a trouble maker could cause some unwanted attention for Michael, because he has returned to crime. So he may have to "deal" with Vasquez if she doesn't back off Tracy. These artworks have been focusing on essential characters, so there is no way that can't be Tracy. She is Michael's daughter, so it wouldn't make sense if Vasquez was arresting some random girl. Plus Tracy has been described as a "little trouble maker" so it all fits. Also, I am pretty sure Vasquez will be essential to the story as well. Why wouldn't she? Her name has been displayed in an artwork (like Chop's) and she is the first female police officer (beside a gf in San Andreas... but she wasn't very essential to the story). I'm willing to bet Officer Vasquez will somehow be connected to Tracy, one way or another. EDIT: Not to mention the "stop and frisk" artwork is alot older than this one. And even if it's not her, I don't think she's just a random girl or a girl that will not appear in the game. She has waaaaay too much character..... But I think it is Tracy. And to stay on topic..... Actually I don't have anything else to add that I haven't already said. I think Vasquez is in the game and part of the story.
