The pre-load does apply to the EU store and always has because pre-load is an EU store feature. The US store never had the pre-load feature which is why I was so skeptical and confused when R* tweeted that. I was right, it's just the EU store that will have a pre-load. NA Store simply does not offer that feature. East coast consumers will be able to download at 3 AM EST, midwest 2 AM MWT, mountain 1 AM MT and the west coast at 12 PST. Hawaii most likely 9 PM. To be honest I don't even know anymore. Sony and R* keeps changing their goddamn mind. First it was the 13th, then the 16th, now the 15th for the EU. First it was going by midnight west coast time in North America and now they are saying midnight for the east coast. Guess we'll wait and see.
