It also seems like you decided to kill Millie. For what reason? This shouldn't have affected the storyline missions however, since killing Millie is the second option of getting the key card and unlocking the "Breaking the Bank at Caligula's" mission from dating. Just after you killed her, didn't you check if you were able to enter her house? You should have been immediately called by Woozie and given the option to enter Millie's house and take the key card. This all leads me to the conclusion that you've somehow modded your game / save file. If yes, this could be normal to happen. Modding the game can create side effects like this one. I'm not sure if it can be fixed or not. All I can suggest you for now is to un-install all mods you may have and carry on with the game, and eventually something will happen. If you're not looking to complete the game 100% you should know that 'Breaking The Bank of Caligula's' isn't a mandatory mission needed to finish the story-line. Other then that try to pick a save from CCPD's topic which Weasel has linked to you. You could try to use this save. You should be able to trigger the mission on it.
