Gamemaker ? I didn't try it, but looking at it's games, it looks like you don't even need scripting. Take Unity for example, that program is a monster: Need to make a text pop-up on trigger ? - Scripting!

Need to object appear on trigger ? - Scripting!

I could go on, and on. Not to mention about built-in scripts. Though I script in C++, it's very hard.
