I just think it would of been a lot more sweet with niko killing him with their history I just didn't get much satisfaction killing him with luis.

Wow, I didn't even remember that. Uhm. I think it's probably a good thing Niko wasn't made to kill Bulgarin - Niko already had a few people on his to do list, maybe adding Bulgarin would have been too much.

 

And it makes TBOGT's story much more fine.
