I really doubt Carcer City will ever be any GTA Game, ever. What Rockstar is possibly doing to us is making us "imagine" Carcer City in our heads, rather than them making it themselves. Because think about it, not many heists and big-level crimes happen in run down rust belt cities like what Carcer's based on, just gangbanging and hood rat crimes. Mods, on the other hand... wink.gif

 

Also, stop fighting as to what city Carcer City is based on. It's just based on a generic Great Lakes/Allegheny city, like how III-era Liberty City was based on a generic East Coast city. Why can't people realize that?

Well, the future of GTA is probably to include very large areas of the country with multiple large cities. They might decide to the do the entire north-east including Liberty City, Carcer and Bullworth, amongst others.
