But on a billboard there appears a CJ like figure, sitting down with a suit on and drinking champagne. It's a clothes advertisement if I'm correct. They aren't dead they just don't exist. Any characters that are brought back from III would be considered alternate universe from their original (think Zelda). However, given the statement on the collector edition any hope of seeing CJ again might be possible with the classic characters.
