Speculating Michael's Powerful Contacts

In the recent Destructoid preview, I happened upon the following description of Michael:

 

Once one of the most wanted men in America thanks to his reputation as a highly skilled bank robber, Michael is long retired, living in an informal witness protection program afforded to him by his powerful contacts inside federal agencies.

It caught my attention at the time, but I kind of forgot about it... until my recent (and likely final) playthrough of IV. I got up to the part where Michelle sells you out, unveiling herself to be a government agent when she introduces you to this man:

 

 

According to in-game files, his name is Charles Doberman, but not much else is known about him. He's definitely not in the FIB but has a certain standing over them, as shown when he threatens Niko, "I hand your file over to the cretins at the FIB and organized crime is dealt another serious blow." In the initial GI preview, Michael did a mission for the FIB, but why? How did he get the supposed sweetheart deal? They don't just put witnesses in a villa in the Vinewood Hills, they put them in some crummy farming town in the Midwest. Everything points to UL Paper. All you have to do is look at what he gave Niko for cooperation; Darko. Maybe Michael also cooperated in his past.

Interesting theory. Like the quote said, Michael was back in the day a well known bank robbery. Accompanied by Trevor. But something went wrong and the FIB made him an offer, not Trevor. Speculation...

It's certainly possible that they include both of them. He stated at one point that she still works for them. I, more or less, just want to find out what his deal is.
