Synopsis

The goal of this thread is to have a decently structured compilation of ways emergency response can be utilized and what can be fixed using past GTA games as a pallet to figure it out. Any user submitted idea will be pasted onto a following post with your username next to it. Trying to make a professional approach to a major aspect in GTA.

 

Introduction

We all seen how in GTA IV, Niko can call 911 to summon the police, paramedics or the fire department. As an enthusiast in fire and EMS, Id like to input my simple and possible methods of the utilization of police, EMS and fire. We will be seeing how these branches, along with sub branches can be used to complicate the players process or make Los Santos and surrounding hills more lively.

 

Initiating A Response

Like stated above, Niko was able to call 911 for the first time in a GTA. Prior to that, police, paramedics and fire came into action when A: Player commits crime (police will engage on you through the star system) B: Civilians have been killed (paramedics) and C: A fire has been spotted and caused (fire). The return of cell phones in GTA V will also (atleast should) bring back the dialing of 911. Like in real life, another way of calling the department/corps would be call boxes. These can be seen on the side of roads, next to stations, or in the middle of a low reception response area. These call boxes can be used by pressing "LB" for Xbox and the same tone will go off as if you, the Player called 911 through cellular device. In case your cell phone is dead and an emergency is indeed happening, the call boxes will be indicated by a blue telephone icon on the map once that area has been explored.

 

911 System and the Dispatchers

Once a call has been received, the Player has to tell the Dispatcher what, where and when an emergency occurred. The prompt of what the Dispatcher would say should be like GTA IV. A more upbeat Dispatcher though:

D: Hello, this is the Los Santos [blaine County] [Mt Chilliad] Emergency Dispatch Center, what if your emergency?

the Player will then choose which responder is need

=Police

=EMS

=Fire

D: You just said that a [responder] is needed, any additional units needed?

=For Police, an additional unit would be NOOSE, FBI, Army.

=For EMS, an ambulance will automatically get sent to your location. An additional unit for EMS would be a paramedic.

=For Fire, an additional unit would be HAZMAT team.

Once Player chosen if any is needed, the dispatcher will ask for your location. This is automatically told to the dispatcher like:

P: I am at Up An Atom in South Los Santos.

Dispatcher will then tell you that your requested responder is on there way,

D: Thank, I just sent a page out to [police] [ems] [fire].

The conversation ends and a few seconds later, your request if fulfilled with the units coming in for the rescue. This comes to the next chapter.

 

Police and Additional Units

We all as seasoned veterans of GTA seen the evolution of the police system. You do a bad deed like shoot a gun or ultimately end a peds life, you will receive a star. In GTA V, Rockstar told us that there is now a one star reduction, resulting in now a max of 5 stars. Military is confirmed too.

 

*= Casual police pursuit with no lethal action. A little chase perhaps.

**= Police will use pistols and start to engage in a lethal matter, but not hardcore yet.

***= Police will then continue with ** abilities but more lethal. Helicopters will be called in. NOOSE will be called in to assist. NOOSE uses shotguns and SMGs.

****= Police and NOOSE will continue with *** abilities, but more lethal. NOOSE will release canines that have a brutal bite. Theres 2 in every NOOSE truck.

*****= Police are withdrawn, and more NOOSE units and Helicopters are called in. The Military is called in responding in Barracks, APCs and Rhinos. You did something wrong, so a tank is needed.

 

At 4 stars, All pedestrians will be out of sight to reduce the casualties. Martial Law if you will. Police will be seen RARELY walking around town. This is because peds will call 911 if any activity is deemed illegal. No need unless there are security guards(they will question you or even report you to Police) in high class places that need them like high rises (because Post 9/11 basically). Police cars will patrol areas though, just no foot patrolling or a minimum though. When there services are not needed, you can see them still going on calls and responding or chasing someone.

 

EMS and Additional Units

In GTA IV, when an ambulance came along, they offered you to give health at a price. In my experiences, they didn't even try to resuscitate any of the peds I killed. In past GTAs, the Paramedics did CPR on the dead to revive them. To improve this mechanic, first, EMTs (not paramedics) will respond in an ambulance. They will call over any pedestrian hunched over (Like Player beating a ped HALF to death. The EMT will walk the ped to the rig and send them to the hospital. If a ped is dead, ALS (Advanced Life Support) Better yet, actual paramedics will arrive on scene with a special van and do CPR on the dead and will be brought to the ambulance for transport. When there services are not needed, you can still see them on the side of the road helping peds.

 

Fire and Additional Units

In GTA IV, when the fire company is called, they came, walked the premises for a moment and recalled. No fire suppression even when there is a fire. Very rarely did they even use the deck gun on top. This can be improved by having ATLEAST 2 trucks (a Ladder and an Engine) responding to the area. Firemen will come out, and get extinguishers from the back of the truck. This will be for basic fires like cars and grass. For big fires like houses, a pre connect hose will be grabbed and two firemen will go inside the building. No complex supply lines, just an 1 3/4 line inside and job is done. This can take up to 5 minutes (5 in game hours) depending on the job. HAZMAT teams can also be sent if requested. They can be used if a trailer of gasoline is spilled or any other chemical. HAZMAT team will respond in a big truck designed by Brute to combat any leaks and runoffs. Fire and Police will stand by to guard the hot zone while they work.

 

Vehicles

Rockstar said that GTA V will have the most vehicles than any other GTA. So its plausible that different types of response vehicles will be in, but not super in-depth.

Police will have there usual 3 -5 cop car variants. That can how ever be discussed in the Police thread( http://www.gtaforums.com/index.php?showtopic=491041 )

EMS will have 3 variants. City, Country and Desert. City will be the usual box truck that we all know. Country will be a rugged Mesa with a elongated back for a stretcher. Desert will be a massive Dune like vehicle can fit a stretcher in the back.

Fire will have, like EMS, a couple different variants. City will be the Ladder and Engine (like SA) with fully working hydraulic ladder to climb. Country will be either Contenders or Mesas with a hose reel on the back for wildland fires. Desert will have like EMS a Dune like vehicle. Another variant would be for the airport which will be unique for each one around the map.

 

Stations

In previous games, some of the stations and departments were enterable. A fire station bay (a few) were open in GTA IV and a nice police station was enterable was open in SA and also in IV, hospitals were open. There will be 3 types of stations open. The Police, EMS, and Fire.

Police~ Stations will be open to public, but 1 star will be achieved if your'e to be trespassing to cells or desk areas.

EMS~ Stations will be open with the garage open. 2 ambulances, and 1 ALS van will be at each. You are allowed to enter the lounge and office.

Fire~ Stations will be open by the garage. Amount of trucks will vary depending on district. Big district, more truck, smaller, less trucks. Lounge and bay will be open to player.

 

Occasionally, you can see the Fire or EMS leave there station to a call. (Police are already on shift driving on the road).

If the Vigilante/EMT/Firefighter missions are complete, you can get access to there uniform in the bay or locker room.

 

Interference with responder activity (hurting criminal, resuscitation of the patients while EMT is working on it, or walking into the hot zone of a fire) will result in 1-2 stars and police will chase you out and fine you.

I hope you all enjoyed my hopefully plausible Emergency Response system for GTA V. If I missed anything, I will add them into the OP and in the 1st post under this. I always like criticism and ideas that I have missed. So please, give me your ideas, Im really interested on what you would have to say. I am going buy and using statements that I remember Rockstar saying like "Most vehicles in GTA history" and "you will see peds living there day to day lives" and" the dynamic side mission and what not" to defend my choices too.

A very commendable submission, and the implementation of such, I posit, would further beautify Grand Theft Auto: V, just as the updated police apparatuses will. smile.gif

I think there needs to be a separate fire truck variant for airports, as they use the trucks with large wheels and high expansion foam.

I was thinking that but most of Los Angeles have hydrants and standpipe systems so a tender wouldnt be needed for GTA V. Id love a rescue though.

I liked how you completely overlooked the FBI when CVG confirmed in their preview video that FBI SWAT is going to be the 5-star wanted level.

I like these ideas. In GTA IV, the EMS would only perform CPR (or whatever they're doing, stealing a wallet tounge.gif) if they were from an ambulance that came automatically, as if a pedestrian called for one. If you called for one, they would completely ignore the body on the ground. I also didn't like how they just left the body there. Your ideas are a much better improvement on this.

 

And the fire service, in GTA IV they were useless, as you said. I'd like to see an improvement, especially considering what we can do with gas cans.

 

Considering the amount of crime we do, the lack of response teams in GTA IV was a bit poor; I like this idea of interactivity.

 

A little addition personally would be helicopters for medical purposes as well, like in the mountains. That would be a nice touch.

I remember in Vice City Stories there were both medical and fire helicopters, although they never actually responded to civillian killings/fires. Would be nice if they found a way to implement these in V

I think you should add in a part about the coast guard and lifeguards. There is a screen about lifeguards already.

LAPD has Towtrucks, along with some other departments.

As an EMT and Firefighter this is something I always wanted from GTA, an emergency services response that is somewhat realistic would be great. I think adding turnout gear and scott packs would offer some additional side missions and could even be useful asset in heists. So here is my "wishlist"

 

Fire

 

1-Engines and ladder trucks have a realistic water capacity that requires you to pay attention to the level so you do not run out.

2-The ability to refill the trucks via fire hydrants or a static water source (lakes, ponds, rivers, swimming pools, ect.)

3-Trucks should have an array of hand tools that can double as weapons

4-Functional ladder trucks that can be extended and climbed to access the upper levels of buildings

 

EMS

 

1-Life flights for traumas such as car accidents ect. in the hills and other remote places, in addition you should be able to use life flight helos for EMT side missions

2-Stretchers that patients get loaded on to as opposed to the patients walking to the ambulance (this is a big no no in real world EMS)

3-Fire trucks should act as first response vehicles
