I wasn't that enthralled by either edition. Had the Collector's come with a mini statue of either protagonist (like the GTA III Anniversary Edition), and a thick, A4-sized artbook (IV's small book was disappointing compared to other video game artbooks I own), then I might have bought it. The blueprint map sounds handy, but not worth it on top of the overall cost. The trend is that pre-order exclusive digital content becomes available for download at a later date. If Rockstar oblige, expect the additional clothes, tattoos, ability boost etc to be available for all users at some point.
