how to beat vigilante?

The best suggestion I could give you would be to wait until you unlock the Hunter after passing the Flying School. It's the easiest way to pass the Vigilante side mission. However, if you're really keen on passing it early in the game, then you should take into consideration a few aspects.

 

Firstly, you need to have the health bar maxed, which can be acquired by passing the Paramedic Level 12 side mission. You also need an armor, and tons of ammo, especially SMG / Micro-SMG, since by doing drive-by you can pass much easier the side mission, especially using a cop bike. As you go further in the levels, there will be more criminals to eliminate which are going to also shoot at you with more and better guns, but there also will be more cops chasing you, since killing / blowing up vehicles will get you wanted levels. However, you can easily get rid of these by learning a few police bribes. Try to learn about 2-3 from this map, and after you've already got about 2-3 wanted level stars, go pick up those bribes. Now, if you're far enough in the game and have the Pay N' Spray already unlocked, that would make it even easier.

 

As you may have noticed, getting off the bike / police vehicle, you'll have a 60 seconds countdown until you'll fail the mission if you don't re-enter any police vehicle. Now, do this. Park you police car / bike near a normal car which can be found near Pay N' Spray, get into it and enter Pay N' Spray. Spray your vehicle and then go back to your police car or bike. Wait until the wanted level has completely vanished and then carry on with your exterminations. All this can be easily done in under 60 seconds... I don't think you'll even need more than 30 seconds if you do everything correctly.

 

Another way to lose the heat would be to go in the closest safehouse, when having a high wanted level, and change your clothes. It can be the tiniest change, but all that matters is to actually do it. Park your car next to the safe house door, get in the wardrobe, change anything you like, and then get back on the bike. This also won't take longer than 30 seconds.

 

While you follow criminals, in the higher levels, you'll see that they will shoot at you with all kind of weapons, like a Shotgun. You'll obviously lose armor / health this way since it's almost impossible to dodge those shots. Fortunately, after the 6-7 levels, you'll get a huge amount of time to complete each level, fact that allows you to go to any fast-food / restaurant and eat food in order to refill your health bar (this also won't take more than about 40 seconds), or go to different armor locations and pick them up (find here an armor map and try to learn about 3-5 locations).

 

The main point is to try as much as possible to avoid high wanted levels. You shouldn't let the wanted level get higher than maximum 2 stars, otherwise it could become incredibly complicated to take care of the criminals you're chasing and also be careful about the cops chasing you and about yourself. Experience is needed to over-pass all of these obstacles, so in your case it'd be best to not let the wanted level go above maximum 2 stars.

 

So remember this: have full health and armor, lots of SMG / Micro-SMG ammo, when in loss of armor / health simply go pick up an armor from the map I linked you to, or go to any fast-food / restaurant and refill your health bar, do NOT let the wanted level to go higher than 2 stars, avoid this by picking up police bribes from the map I linked you to, go to the closest wardrobe and change your clothes or pick a normal car (by normal I mean NOT a police / paramedic / firefighter vehicle, since NONE of these can be used Pay N' Spray on) and go to Pay N' Spray, then switch back to a police vehicle. This is pretty much it. Make sure to also have high SMG / Micro-SMG & Bike Skill if possible, since if you happen to crash the bike into something you'll have less chances to fall off and lose time / health / armor.

I prefer the Rhino, which is available after the 'Learning to Fly' School.

To lose wanted stars in a safe house just change CJ's shirt. Note: Special garments have no effect on wanted stars. Also buying a garment (shirt or trousers or hat) will also remove stars. You don't have to wait for the flashing stars to disappear to reenter the Rhino, but don't do anything to Earn a star until they do disappear. Rhino doesn't have a handbrake, the handbrake control is for fast turning (liken to the monster truck).

Ok my advice for you is to use the tank (Rhino) after "Learning to Fly" mission if it is too hard for you to reach gold at the flight school, but if not definitely the hunter is a good choice.

On the other hand if you're planning to do it really early the best way is to get a full immune Vehicle. Barbara's

is available almost from the begining but you can always choose for the
available after the reuniting the families.

Doing it normally I advice to first find a couple of easy and fast bribes, and trying to avoid wanted levels on the first 2 or 3 levels you may accomplish this in many ways. Shooting the vehicles until they catch on fire and then quickly run away from them, so you won't "be implicated on the explosion", a good way to do this is with the police bike. Another way is on the 2 or even 3 levels try to make the vehicle you are chasing to crash, so that it will stop for a few seconds, get out of your vehicle and take the driver out then kill him.

I usually try to reach the 6-8th levels before grabbing nearby bribes. just to ease the wanted level back to a 2 stars then on the next ones if possiible try to not get much more stars , but the last ones definitely the wanted level is a plus since you can take another cop vehicle if yours is to much damaged.

Now having and SMG for the bike is the best choice, but sometimes having a heavy weapon like the minigun could make it easier.

The Hunter can be obtained without getting gold in the flying school.

After completing the flying school, go to Las Venturas International Airport and head for the race flag icon. Start the "Heli Hell" challenge and store the provided Hunter in the hangar at Verdant Meadows.
