We can't really call it SA, because it's obviously not the entire state. So, we can call it LS, even if we all know there is going to be more. Its San Andreas. that is all. Does anyone care? It sure as sh*t isn't San Andreas, since it's missing at least two other cities. Anyway, San Andreas only became a state in the 3D era, since in the first game it was just another city. I don't think R* care that much about that. They're thinking this through as universes, depending on the console generation, so details like these can change. You might as well call it the state of Los Santos. Alderney is its own state (not part of Liberty City), and Happiness Island might also be part of Alderney (since the real Liberty Island is actually located in New Jersey, not New York).
