People with the standard version will not see it or be able to obtain it in anyway....until they eventually make ALL digital content from the SE/CE available for everyone else which they WILL do. People paying for the SE/CE are only paying extra for the physical items (the real exclusives) and to get the DLC early. They just haven't said this yet because it would stop people buying the SE/CE but they did it for RDR. It was made available as DLC and was included in the GOTY edition. So yeah it will be available for everyone later on down the line either in DLC from the PSN/Xbox market or in the COMPLETE edition with ALL DLC. Why not like a tazer, pepper spray, chainsaw, sword, something crazy... Lol something maybe even new to the series... I hope the hammer has some kind of special attributes.
