In the cutscene, CJ's about to point things out on the layout then he's interrupted with "Where's the coffee and donuts" and suddenly the cutscene pretty much ends after CJ talks about shutting off the city's power source. Then during the mission, it seems like he flies that high up for no good reason just to land in that area that you can access by boat or even driving off the cliff above it and during the mission, it seems like they are aware of an intruder even though you manage to remain out of sight without being caught. In the mission CJ goes to the dam to place the 'charges' which is dynamite to blow out the power source to Las Venturas. This was required so that CJ and Woozie's men could sneak into the vault at Caligula's 'undetected' You will hear after Carl knocks out the two guards with sleeping gas that Zero says - 'Ok good, I've hacked their emergency lighting protocols. I'm going to blow the charges you placed at the dam. Here goes nothing...BZZIIZZ Wow! I didn't think that was going to work!' So there's your explanation for Dam and Blast. Rockstar Games intended the mission to be CJ parachutes out at a high altitude to avoid police or security detection. That's why you don't drive to the dam entrance. In hindsight, Rockstar Games should of at least allowed the option to drive there and deal with a security breach and a shoot out. I'm pretty sure that leaving a plane in mid-air (thus allowing it to crash), then opening a parachute to come down (a parachute is quite visible) is much less discrete than just approaching the dam by water. Sincé the point of doing that in the first place was discretion (you could have just shot everyone who stood on your way, as always, but it would have drawn too much attention), it's no-sense.
