When you sign a NDA, you're giving a company your personal info (name, address, phone numbers) and you're agreeing that you won't leak any details to anyone else. If they do find out, you can be in a lot of trouble. Obviously they make sure you say who you are by checking your ID, or some other small background check to confirm you. He's saying that if there have been lots of previews, why hasn't anyone snuck a hidden camera in to record the footage. The reason for that is because whoever did it would get into a lot of trouble. The reason nobody tried to record a demo is: nobody wants to pay a damn high fine for violating something regarding a videogame. It's simply not worth it.
