Usually after a few months, something like that. Pre-order / DLC from collectors editions are made available trough the PSN / Arcade for perchase

Most likely they will be available soon after release, maybe 5$ each or something.

I think we should be able to buy the extra digital content as dlc after the game releases, but since we are only getting the digital content the price should reflect that.

It should be available as packs. For example, you can buy the clothing/tattoos pack for $0.99, and you can get the classic characters for $2. There's no way I'm buying the special/collectors edition, there's too much prior evidence of Rockstar making this stuff available digitally (at a much cheaper price) to warrant the cash up front.

You see, I'v learned to never pre-order things ever since the Gamestop near here failed to deliver my pre-orders.

And I would happily pay the price but I don't wanna get screwed over.
