It with any edition, even the standard. And it's one type of a blimp. Maybe there are just normal ones you can fly, but this is just a special one. You CAN do it with the preorder but it says Pre-order now to gain the ability to pilot the most iconic and leisurely aircraft in the Los Santos skies.
