reform Posted May 19, 2013 Share Posted May 19, 2013 If you fly a dodo (or tank with flying car cheat) round behind the big hill in shoreside vale, there is a section of a city (this is where the game's opening cutscene of the bank robbery takes place). It's not a full city, and it isn't solid, so you fall through the ground and fly through the walls (apart from a couple of objects such as dumpsters etc). There's no traffic or peds. Nukey Shay Posted June 2, 2013 Share Posted June 2, 2013 (edited) It's not necessary to fly to be able to see it. You just need a weapon that features first-person targeting like the sniper rifle. At the "upstate tunnel" at Cochran Dam (the Western one next to the dam reservoir) run up the hillside and go North as far as you can. You'll be stopped by a high cliffside which holds the observatory. Tap the controller quickly to face away from this obstacle without moving, equip the weapon and look around using the targeting stick. You can peek through the cliff to see it.
