Silent
Dmitry Raskalov Sure, especially since R* didn't think of such a character for like next six years!
Arsen Vitiuk
The most interesting thing is that he is never seen in the game, yet his artwork is recurring in further GTA games on several occasions. Makes me wonder: who this guy was originally supposed to be?
lol232
Probably it's the early version of Toni, or maybe even Machowski. Artworks started to look as accurate as in the real gameplay in IV, they looked far different in III Era. Edited June 2, 2013 by lol232
Arsen Vitiuk
Well, SA artworks were already getting close on many occasions (yes, Sweet, Kendl and The Truth looked very different)... But still, yes, not as close as GTA IV's

But still, yes, not as close as GTA IV's Indeed... ...A good example for the III Artowork is Misty... The only artowork of GTA III that is very close to the gameplay-like and easy to recognise person in the artwork would definitely be 8-Ball, IMO. And in GTA IV, they really looked into Detail, even with weapons, vehicles, and even places. This is an example.
Arsen Vitiuk
Don't forget Asuka and Kenji - their faces were similar, at the very least.
lol232
Kenji too, but not Asuka, pretty hard to recognise her. Anyway, artworks looked very accurate in VC, even more than SA, but not as accurate as IV... Or V.
Arsen Vitiuk
Anyway, artworks looked very accurate in VC, even more than SA... Well, maybe except for Lance Vance and Sonny Forelli... I had a hard time recognising Sonny, to begin with... Lance - he is more cool in the game than he is on his artwork.

Lock n' Stock
I wondered who that guy was as well. I love how cartoonish/comic-book like the GTA III character art looks.

Our lord Steve Jobs
I saw this mafia guy in GTA VC as a shooting target and I thought he was Salvatore or Toni. Turns out I was wrong after going to look at R* site.
Arsen Vitiuk
[...]yet his artwork is recurring in further GTA games on several occasions.[...] Whereabouts is that? Vice City: Poses as a shooting target during 'The Shootist' Rounds 2 and 3; also appears at a pane of Rockster Games Store in Ocean Beach (just across the road from Pole Position). San Andreas: Appears on the 'Jack of Clubs' playing card (during Blackjack). I can be wrong, but I also seem to have seen him somewhere in LCS.
