question with some dff and tuning parts

First, is it able to add SA numberplate into some mod that doesnt have any numberplate or is not a SA plate?

 

And i want to know if there is anyway to make some mod to be fully tunable just like the original car model. Is this process tricky??

Of course, it's possible to add/replace any license plate for SA plate.

If we understand, so I think your second question was about the tuning vehicles in Wheel Arch Angels (cars like Sultan, Jester, Flash ...). There are some modifications which full replaces these cars, you need to search for cars with are "Tunable".

To make this modification is a little harder than normal car.
