Why not try something different, I think it would be interesting if we were the ones being chased for once. This could also tie in with the "You play as the antagonist and the good guy" theory, you could choose wether you want to be the hunter or the hunted. What do you think? Well it doesn't necessarily have to be the antagonist chasing you down, it could be a massive swarm of police chasing you. Considering in GTA V the main focus is on heists and robberies, then by the end the three protagonists would be major criminals, with a massive manhunt going on, imagine a full on police chase after Michael, Franklin and Trevor at the end. Also if one of the protagonists accidentally pissed off a major character or random criminal, then technically that protagonist(s) would become the antagonist for that character and it would end with you being chased down. Even if they all lived it'd be weird to just go on Los Santos and casually walk around pretending that 500 man police chase just didn't happen.
