You have to do it on Portland at the very start of the game before pissing off the Triads. It is impossible to do after all the missions there, since the gangs all hate you by the end of the game.

...and thanks to the car crusher glitch, the mission is even easier with damage-proofing

 

Might be a good way to complete the first mission...pick up Misty in an ambulance, visit the crusher, drop the vehicle off in the garage, and walk her around the corner to finish.

The mission should still be doable at Staunton Island, but probably only if the patients spawn in Fort Staunton or Newport as rarely as possible.

IMO The hardest mission in any GTA game . It was also the last mission I needed for 100 % .

I would definitely do it on Staunton . Check my past threads . There is one where I received a lot of tips from the forum members and my own tips I provided after finally completing this mission .

The worst part is driving around for 2 hours and dying on level 11 or even level 12 .

Unless you know every single shortcut on Portland its dam near impossible and with the mob shootin at you now it probably is impossible .

Staunton they give you much more suitable time limits .
