After the storyline, Amir reveals that he had bought the place along with his father and might open more Maisonette 9 nightclubs around the world (and even on the moon). PS2 era characters are in their own universe, GTAV takes place in a 'HD universe', they don't co-exist. R* Also said no properties, RPG elements, or in depth character customization, so i think that it's plausible that they might have been lying about there not being major characters from IV in the game. But even so, I doubt he'd be in the game, and if he is, he probably wouldn't play a major role, maybe just mentioned in a cutscene or on the radio. In that case, let's just disregard everything R* has said & ever will say. The difference is, at the time they said those things weren't in V, it was still on for a Spring '13 release. They also said there would be no properties, no haircuts/tattoo and no car customization and now suddenly its confirmed all this is coming back.
