I'd imagine it takes a while to actually make the millions of discs that are produced for resale. Would Rockstar have a cutoff date where the game has to go to hardcopy, and they work on fixes that are implemented with a patch at release time? Stores get the game a week early so they have enough time to send out pre order and whatever so it takes around three weeks for the game to be printed on disks, packaged and sent to retailers. From the time the game goes gold R* can work on patching and/or DLC so then once we get the game a patch will be ready to download or day one DLC.
