On topic yeah this was pointed out a long time ago, I don't think though that we've seen a dog other than Chop, the one walking on the beach, the one during the shootout, the one biting at someone on the ground all seem to be the same Rottie to me. It'll be weird if we do have dogs and cats in-game. I can see the mountain lions and whatnot.
