Franklin is driving isn't he? Anyone that played MC:LA knows what I'm talking about. Because of my expected use of Franklin's skill, I highly doubt he'd activate his slow-mo ability while he is driving straight on a clear road. Each character will definitely have different blur effects and colour filters when their special is activated, this is probably Franklin's one. Secondly, I fail to see how this screenshot shows us how Franklin's skill looks/works. All we see is a little blur. Even if this is Franklin's skill, we can't get a good idea of how it will work in motion. Either way, decent observation OP. I guess this skill makes up for Frank's inability to swim.
