Of course they have DLC planned, EVERY game company has that before releasing such a major f*cking game, even the DLC for GTA IV was probably planned before the game came out. Good guy R* trying to be fair for making us buy two new episodes for liberty city by putting it all in one game, and then give some other kind of dlc, but hey?? lets wait till we will get that information first.. When they're planning and developing the main game there needs to be a cut off point on the things they can add or work on, otherwise they will keep adding and adding things, costing more and more money and never actually get the game out. There will no doubt be a point in which they cement down what will and won't be in the game and discuss cool ideas or extra things that wouldn't fit the direction of the game or they wouldn't have enough time or resources to develop.
