Wanted System Levels

There are many threads on this forum with intentions of how the wanted system could work in V, but there aren't many to address the recently acquired information that there will only be 5 star levels in the V's wanted level system. Here I've come up with my own ideas of what each star level could offer and how the police may react to the players actions etc..

0 - no stars.

// killing anybody in sight of an officer will result in immediate three stars - open fire.

// killing anybody in sight of an pedestrian, they may or may not notify the police with your location and appearance, resulting in immediate two stars. Killing that pedestrian before they notify the police (think RDR) will allow you time to flee the location before nearby officers get to the location after hearing gun fire - if using silent or melee weapons this doesn't comply.

1 - the first level. Regular patrol vehicles and officers. Patrol officers will be sent out to look for player after being notified, they will search the location provided and will stop at alleyways to look down them (think Hollywood). Patrol officers will also respond if they're on foot and nearby (think LA noire) as well as if they actually see the offence happen.

// Street fighting - if you're caught in their sight street fighting, officers will run over attempting to break up the fight, failure to do so will result in 2 stars - arrest.

// Weapons in public - if you're caught holding a weapon in an public or crowded area officers will approach with caution asking you to holster/remove your weapon, failure to do so will result in 2 stars - arrest.

// Reckless driving - if you bump into any kind of emergency vehicle officers will attempt to pull you over and offer you a fine/precaution (LCPDFR) failure to do so will result in 2 stars - arrest.

2 - the second level. Arrest.

// failing to comply to any of the above will result in 2 stars arrest, where officers will attempt to pull you out of your vehicle or arrest you on foot. They will un holster weapons as a precaution but will not fire unless threatened (if the player pulls out a weapon whilst on 2 stars) this will result in three stars - open fire.

3 - the third level. Open fire.

// this is where multiple vehicles/officers will be called to the location, and will open fire and do anything to take the player down. Similar to the GTAIV LCPDFR mod, they will also shout to clear the streets from pedestrians.

// this is also where police helicopters get involved, keeping an eye on you from above. With the recent information of that the police use sight to track you, helicopters will be needed as assistance when the player is on foot travelling between buildings etc.

4 - the fourth level. FIB.

// this is where it stays getting more serious, the police can't handle the players actions and have to call for FIB or SWAT backup. These guys pack better weaponry and body armour.

5 - the final level. The army. This is all just speculation as nothing has been confirmed, but seeing as there is defiantly a military base returning in V, it makes sense.

// now you're in trouble. This is where you're too much of a threat to Los Santos, and need to be dealt with fast. The army get called in and pack an even bigger punch that the FIB. They may or may not use armoured humvees or tanks, but it would be cool right?

As well as the wanted levels, we have to think about the other things that could affect the way the system works. For example getting out of police sight and changing your plates, car colour or clothes could buy you some time when attempting to loose the police instead of gunning them all down. Or when you do eventually get out of their sites, could nearby pedestrians who see you run into the apartment buildings drop a hint to the offers looking for you?

There's a lot more to be added yet and discussed, and it all has to be refined and defined properly. But this is as far as I've got for now. The stronger ideas that you guys come up with will be added in, so what do you think?
