He later apologized for it and told me he had a bad day. To me it's all laughable coming from him, because there is something clearly not right in the inner workings of his brain. The guy is just downright bizzare, this is just one of many PMs he bombards my inbox with. However based on clear evidence before me, I'm inclined to agree that on occasion he does incite racially-charged flame wars. Not all the time, but every now and then he certainly does just that. Race is almost always a serious issue in a discussion, it's nothing to joke or make fun about. You can't expect to have a warm reception if you joke about stuff like this.
