They most likely will considering it's been said you can interact with peds, like flipping them off and getting a reaction. They'll most likely antagonize you if you "smell." Though, it could indicate the involvement of public. Like we heard in the Previews we had those "Super Heros" Mastercheif and that Fake Superman..
