Single & Multi player crews the same thing?

I was reading about hiring crew for your big jobs, and it reminded me of the confirmed online crews. I wonder if they're the same thing? Like, an online mode would be "Crew Mode", where you jump into someone-else's game and be one of the crew to help complete the heist!

 

I'm probably wrong but could be a cool idea?
