Unable to play gta 4 smoothly!

HI!!!!! I have vaio laptop with corei3(2370M-2.4Ghz) & AMD RADEON 7650M graphic card.

Problems faced:

1) When weather changes, whole senario of screen changes i.e. becomes blurr and fades off

2) Shows error RESC10

3) DOESN'T RUN SMOOTHLY BUT STILL HAVING MORE THAN OPTIMUM REQUIREMENTS

 

 

PLZZZZZZ.....help me
