That seems to be part of the mission GI covered. I beleive it is gameplay. At that moment you can either switch to Franklin who has the sniper rifle or stick with Micheal. I do hope that it is implemented and I don't see why not a that scene is a part of the game where you can choose to be either of the 3 characters in the mission (according to the article). Oh yeah, tall buildings, the pier, off cliffs or down hills, overpass walkways to high speed traffic below, or even just from the sidewalk out into traffic.
