It's a vehicle dealership because it has the logos on the building and it has the classic inflatable colorful dude. Maybe Franklin's bosses dealership? There was a dealership in Alderney in GTA IV. You couldn't buy any cars, but it was still there. Just because you saw one in the trailer doesn't mean you can buy cars. Yeah, I'm aware of AutoEroticar but it only spawned current traffic. There was Grotti also which only had Turismo's.
