If you look to the right, there is an officer arresting a suspect with handcuffs. If you look in the middle, there is an officer placing a suspect into a police car. During the trailer for Franklin, there is a foot pursuit and the officer does not have a weapon drawn out. Perhaps the AI have been scripted to attempt to arrest a suspect without drawing a weapon?
