Umberto working for Marty?

In the mission 'Nice Package', Vic says that Umberto worked for Marty for years and Umberto doesn't deny it.

Why would Umberto be working for Marty? It would make sense if the Trailer Park Mafia was stronger than the Cuban gang but I never got that impression. What do you guys think?

 

 

Bonus question: In 'Nice Package', Is it possible to collect the package before any of the other drivers does? I have been close but it's really tough to pull off.

Cubans might have done work trailer park mafia needed, third party work, but not working under Marty.

Both gangs have turf in Little Havana. The Cholos have been trying to take over Little Havana, and thus have made enemies with both Umberto's and Marty's gang. I figured, instead of trying to kill each other, Umberto and Marty came to an agreement and shared Little Havana to deal with the Cholos. Once Vic took out Marty and his gang, the Cubans took over the rest of Little Havana and allowed Vic to run his rackets on their turf (in exchange for helping them deal with the attacking Cholos).

as far as getting the package before the cubans, every time I try to reach it without crashing once, the cubans still get it first.
best advice I can give is to try to find the way corner the first guy somewhere away from the other cubans then get rid of him.

Yeah I found that line pretty weird too, Umberto's cubans clearly seem stronger and better equipped than the local trailer trash. Maybe they had an alliance against the Cholo.
