Both the characters of Luigi and Joey are completely ignored in GTA LCS. Joey is also only mentioned in just 2 quotes from Salvatore: one in which he mentions that Toni is doing better than him and another one in which he claims that Toni is a better son to Sal than Joey actually is. I don't believe that Toni doing much more for the family than Joey ever did has much to do with who's going to be the new don, as being the previous don's son makes it far easier for him to take the leadership than a capo who isn't holding the surname Leone. But that's not the point here. Joey isn't even interested in the family's lifestyle and business to begin with, which would be logical that he wouldn't have a problem had Toni taken over. Toni is a thug, not a leader type.
