The game that came closer to covering the biggest amount of that is True Crime: Streets of LA with a map spawning about 620 km2. The suburbs are absolutely endless. It is much larger than IV, RDR, and SA combined. The Greater Los Angeles metro area is definitely larger in physical size than the Greater New York metro area. Greater NYC is very densely populated and it has larger human population than Greater LA. Apparently Jacksonville in Florida is definitely the largest city in the USA by physical size (as in city proper), but I'm not sure if that includes the whole metro area.
