How to change any car's type?

I am trying a to add more police cars to my game, so i want to know how do i change the car's type to a police car?

 

when you install the car, it becomes a pedestrian type, so how do I change it into police?

police cars and taxi are managed by internal traffic file . you can try modifying the cargrp.dat with IV needle . you'll see there's a policegroup , but i do not guarantee any result
