Not just cutscenes, there are parts of trailer 2 that actually look like gameplay from a fixed cinematic camera angle. They did it for LA Noire/Max Payne 3 and RDR because they aren't as popular. They had to show people what it was all about so people would buy it. Plus, the less they show the better it will be for us when we play it. Do you want it spoiled? The people who complain that we don't get enough info or gameplay will be the ones who complain if Rockstar show too much. Do you all like complaining? Can Rockstar do nothing right for you all? I dont remember R* releasing any gameplay trailer for any GTA ever. As for why, i dont really know. But its been like this since Vice City. No, the trailers are not all cutscenes. They're about half cutscenes and half unscripted gameplay that somebody played with a controller, and recorded and played back with the camera angle changed (just like you can do in GTA IV's PC video editor) and of course edited into the trailer with a lot of other clips. For example, there is rarely much driving or shooting in GTA cutscenes, so when you see a driving or shooting scene in a trailer, it's probably gameplay. And GTA V isn't out, don't judge a book by it's cover. Plus it's made by Rockstar, who haven't dissapointed since 1997. Stop ass licking Ubisoft, who are sh*t now. They've milked the AC franchise, killed the Driver series and even one of their workers moved to EA!!! EA, LOLOL!! The character interaction parts were more than likely cutscenes because that's what GTA IV also did, the cinematics only showed dialogue and almost never action. The trailers just show the action sequences in the game with music and not the mundane parts. If you want gameplay, wait for a review to come out (those are usually the first to show gameplay).
