Actually I mainly thought up the idea out of the merchant of menace in Mercenaries: Playground of destruction. That being said, I don't see how being a little saints row ish is bad. I mean, didn't IV have a mission where you threatened some porn film makers? Also one where you shot a fantastically stereotypical gay man? Especially that Flamethrower and Tank. RPG-7s, shot guns, hand guns, and assault rifles have always been in GTA. I think I covered most of the standard arsenal.
