How to do a scanline?

I'm not sure if i can ask for tutorials here, but i really need help on this.

 

How do i do a "scanline" like in this picture for example:

See those little repeated lines? That's the ones i'm talking about. Can someone tell me how to do them?

 

You may lock/move this topic in case it's the wrong section, i really didn't find anywhere else to post it. One last thing, is this considered a request? Meaning does the 4 day waiting period applies to this aswell?

Open up Your Photoshop program and create a new document with the dimensions 3x3 or 5x5. It doesn't really matter.

Next, get the Line Tool and while holding down Shift, make a vertical line across your document. Make sure that you choose black as your Foreground (Primary) color.

Next step, go to Edit and click on the option "Define Pattern" and name the pattern Scanlines or whatever you wish.

To apply this effect, go down into your FX section click Pattern Overlay and find the pattern that you just created.

Much easier, download something like this, and put it in your Photoshop/presets/patterns/ folder

This way You down need to hassle again if You need vertical or 45 degree lines. That pattern also comes with different thicknesses.
