It's how he got away with what he did: the public doesn't know a man named "Niko Bellic" was responsible for so much destruction and involved in the conflict between these different criminal groups, nor do they know that all these things were directly related (such as the garage that was destroyed, probably thought to be a domestic terrorist act, and no one knowing it had anything to do with Faustin or the obscure Eastern European man working for him). I think his origins are gonna be from a "new" city in the GTA universe, only reason I say this is because if it was LC I think it would have been mentioned already by R* in the previews they done back in November, could be wrong but just a theory. It depends which states exists in V,I mean in IV cities that existed was Liberty City State, Alderney State, State of San Andreas (Los Santos, San Fierro, Las Venturas and Blaine County), Vice City State and Carcer City, so if these states also exists in V, Michael has to been of one of these cities on obviously in the North because he went to LS because of the weather so he can be from San Fierro or Liberty City.
