My Labtop Specs:

AMD Turion Mobilex2 2.1GHz

4 GB DDR2 RAM

Gpu: Ati Radeon Hd 3200 (1915 mb)

It's Integrated

 

I've tried many tweaks and I only get 9-22 fps but I was watching a video and some guys pc was less than mine and it was more playable on his pc.

He had 1.8 GHZ

and 800 mb ram WTF how is his performance better

do you believe everything you see on the net.... half of those performance videos are faked. your laptop is not good for gaming, get a desktop custom built for this game. its funny how everyday we have 5 - 6 people trying to play on laptops, and each of you think you are special and create a topic because your laptop cannot be as bad as every other laptop topic we have here. Laptops are not made for gaming... stop trying to get the square peg through the round hole. BTW your laptop was outdated about 2 -3 years before GTA IV even came out...
