That would help achieve the OP's idea. If there are no eyewitnesses, you should not get any wanted stars right away. As investigation proceeds, maybe there could be some statistical model in the background that represents CSI type investigation, such that if you were eyewitnessed in a different crime and used the same gun type in a new, non-witnessed crime, there would be a higher chance that a cop would discover you at random, like the RDR posse system, when you have been a bad boy. I was also thinking about the media informing the public about crimes and stuff just after you committed them (such as on the radio while driving), but that may be too complex.
